Transparent, robust, and community-oriented ownership and governance are essential to uphold the integrity and quality of Diamond Open Access (OA) publishing. Ownership is not just a legal formality - it defines accountability, sustainability, and trust in scholarly communication. In practical terms, scholarly ownership and transparent governance ensure that the title, content, data and correspondence remain in the hands of the scholarly community. These include but are not limited to research performing organisations (RPOs), research funding organisations (RFOs), organisations connected to RPOs (university libraries, university presses, faculties, and departments), research institutes, and scholarly societies. According to the Diamond Open Access Standard (DOAS), journals should be owned by public or not-for-profit organisations whose mission includes performing or promoting research and scholarship. Clear ownership statements are crucial:
- Who owns each journal title?
- What is the legal relationship between the journal and the publisher?
- What are the rights and responsibilities of editors?
Ownership changes, when necessary, must be handled carefully and transparently, ensuring continuity and preservation of the journal’s assets. Finally, information about ownership should be publicly available on journal websites.
